Yes the Tardis protects all things from outside timeline events. Even if the maker of the ring was erased from history, once the ring is inside the TARDIS, it continues to exist. There may be/have been exceptions to this 'rule' (???IDK!???)

I THINK the reason the ring still exists is because it was in the tardis? Not sure though. The crack erases people from the universe and the tardis is a separate universe in a way?
