I'm also late but the legality of public exposure is based around something called "reasonable expectation of privacy". Your window being open and visible from the public street means that it is considered public space for the purpose of observation so it's definitely illegal. Even if you didn't see the guy's dick, it's still clearly a sex act, just like jerking off under your pants would be.
