A vandegraff generator could make her hair to stand on end in that shot, but it might be loud. They'd have to fix that. I might be smoking weed tho (actually I'm totally smoking weed). Also, I'd argue that the mermom was playing her character dumb the same way that the little mermaid was dumb.
