"..."
The entire dimly lit conference room was silent, with only the slightest sound of breathing being audible.
The light from the candles was reflected on both sides, and one could see everyone sitting at the conference table. Their facial expressions were somewhat subtle, and they looked at the figure with flickering eyes in silence.
If they don't want 'peace', we will help them get 'peace'...
This sentence was heard by everyone, and everyone had a different understanding.
"I still have something to say."
Kumokawa crossed his hands on the table, held his chin, smiled at everyone and said, "But before that, please take a look at the documents in front of you."
Hearing this, everyone with different thoughts came to their senses and looked at the documents in front of them.
"In order to maintain the prosperity and security of our region, to demonstrate our humanistic care, and to avoid the tragedy of the elderly being left without support and the young being left without care..."
Shinnō opened the document and murmured something in a low voice, and then his expression froze.
An extremely "righteous" opening directly puts himself on the moral high ground, making him, a guy who claims to be a villain, feel a little awkward.
"Allow legion members who are over 30 years old, retired due to disability, have participated in more than ten battles, and have not reached the rank of centurion to be transferred to local areas for reorganization, and receive salaries based on the number of battles they have participated in and their positions..."
Looking down at the document, Nagato's brows gradually furrowed. He looked up at Kumokawa and asked in confusion, "Brother, do you want to lay off some of the people in the two current legions?"
The expressions of the others were also a little strange, and they were all confused about this decision.
Didn't they say they were going to go to war with the big powers? Why are they now trying to "disarm"?
"No."
Kumokawa shook his head and explained, "What I mean is that we should make the army elite and hide soldiers and civilians at the same time. Moreover, they are the army, not the ninjas who accept hired tasks to make money. We are not the ninja village responsible for accepting and issuing hired tasks. The army is supported by us. We can't let them serve as soldiers until they die, right?"
Now within the jurisdiction of the City of Dawn, conscription is always going on, and there is never a shortage of people to sign up.
Why? Isn't it because they have no special skills and can only join the army to make a living?
As for whether they would die on the battlefield...
At least they can have a full meal before going to the battlefield, and even if they die on the battlefield, they will die of a full stomach.
But for the current City of Dawn, the current legion is a bit redundant.
The financial pressure of supporting so many people at the same time and without setting a deadline is too great.
"I agree." Shinnō, the leader of the Sky Legion, was the first to agree. He said, "In this case, those members of the Legion who were 'laid off' are not so much retired as they are elite troops hidden away."
"As our influence has expanded recently, there are more and more people taking advantage of the situation and stealing things. We can't just keep pulling people from the Sky Legion to fill the Security Department, right?"
"Those experienced people who have been trained, fought in the battlefield, and survived are perfect for filling the current security department."
Indeed, most of the people in the Sky Army had participated in the attack on Konoha, so it was a bit of a waste of their talents to use them as a "patrol team".
In the past, there was no need to take the initiative and some even needed to hide, so it was fine to let them act as a temporary security department. But now that they are ready to break off relations with the big country, it would not be appropriate to let them continue like this.
"Indeed, this can save several expenses at the same time."
After pondering for a moment, Kakuzu agreed, "For most normal people, the age of 18 to 35 should be the peak period of their physical health. After that, their physical condition gradually declines, and the cost-effectiveness of continuing to support them is too low."
Nagato, who was also the head of the demon legion, did not show any change in expression.
After all, "demon" is a special case. Not to mention 35 years old, even if he is 40 or 50 years old, his physical fitness will not decline too seriously. It can be said that his only shortcoming is photophobia.
"Well, the upper limit of the service time for ordinary legion members will be temporarily set at fifteen years. Also, I brought back so many ninjas from the Amegakure Village, and it's time for them to create some value here. I will enroll them in various academies and let them teach those students practical combat skills."
Kumokawa patted the cat's head and said calmly: "Tell those students that until all the senior officials and adults are dead, they will not go to the battlefield to fight the enemy, but will gather at the edge of the battlefield under protection to let them see what a real battlefield is like."
There are now more than one academy in the City of Dawn. Several small ones have been set up in other places. The main purpose is to select talented children and teach them combat skills, business skills, or other skills...
Probably something like elementary, junior high, and high school?
No matter what they learn, this "military training"-like model allows every student who may hold a high position in the future to truly experience and understand the cruelty of the battlefield.
We don't ask them to really go to the battlefield to kill the enemy, we just hope that the time they spend looking at the battlefield and living and eating with the legion for several months will prevent them from indulging in the "peace" far away from the battlefield, and we hope to let them know that someone is dying for them.
However, they are still a long way from completely perfecting the education system. It will take at least five years or even more than ten years, and there is no rush.
"It's a very complete plan." Tsuyu continued to flip through the pages and saw that there was still a lot of content behind. He whispered, "This way, the problem of insufficient manpower in various departments will be temporarily solved."
Although there are still many loopholes, the gears of this new machine called "City of Dawn", which is completely different from the five major countries, have begun to turn and will lead everyone into an unknown future.
"That's all I have to say."
His eyes swept across everyone's faces, Kumokawa smiled faintly and spoke softly: "Everyone here, some are for 'peace', some for 'rule', and some for 'revenge', but I hope you can understand that you are all essentially the same.”
"Pulling out the teeth of kindness is weakness, forcing kindness on others is malice. 'Peace', 'rule', 'revenge', your purpose and good or evil are not important, what is important is your position."
"Now, many people regard us as the kind and compassionate 'saviors', while many others regard us as the arrogant and rude 'usurpers'."
“This ‘many’ will become ‘countless’ in the future, so I hope that everyone can be aware of this today. No matter who you were in the past or what your purpose was, you must stand on the same side in the future.”
"Now, if you have any opinions, you can raise them."
Hearing this, everyone present had different expressions, but no one spoke.
Nagato, Tsuyu, Aki, Ayumi, Shinnō, Kakuzu, Yakushi Nono, Reyū...
None of the people present were good people. Even Yakushi Nono, who came to the meeting on behalf of her mother, hated the endless war and death.
No, or rather, she is the one who hates "ignorance" the most among these people.
She doesn't desire peace, she just hates "ignorance".
"Studying medicine won't save the ninja world."
This was the first sentence Kumokawa said when he first met her mother, and it was also the reason why her mother left the Land of Rain and sneaked into another country alone.
The war will end, and someone will stand up to end the war like Hashirama Senju did. Her father, mother and even the previous generation were all doctors, and they all believed this firmly.
The First Shinobi World War, which began in 18 years and ended in 20 years, verified their idea. During these two years, they wandered around the Shinobi world without a fixed place to live, using their meager knowledge to save those who were tortured by pain.
She, Yakushi Nono, was a child born after the First Ninja World War. If nothing unexpected had happened, she should have also embarked on the path of saving lives and healing the wounded under the guidance of her parents and ancestors.
Until the 34th year, when she was only five years old, the Second Ninja World War was launched again by the big countries on the grounds of increasing fair privileges. The scale of this war was far greater than the First Ninja World War, and even exceeded the war in the Warring States Period.
The village that took them in was destroyed by the war. She was only five years old and wandered in the ninja world with her parents, and saw too many sufferings caused by war.
She had seen villages wailing and burning to ashes under the Fire Release Ninjutsu, she had seen piles of corpses taller than the mountains, and she had seen her once strong and gentle father being provoked to the point of collapse.
Despite all this, her father and mother never gave up. They tried, innovated, and researched again and again, trying to use their limited knowledge to exhaust the endless pain, and spilled their life's knowledge on the charred earth in tears and blood.
But it's no use.
The great powers continue to launch wars one after another on the land where death is bred, bringing the flames of war that could have been controlled to farther places, whipping the weak lives and squeezing their flesh and blood.
The daimyo's house door was closed and he was unwilling to communicate with them. The nobles' luxurious clothes were thrown in the room because they could not wear them all, and they refused to distribute food to others even if it was spoiled.
Because if they opened a hole, the refugees who were starving to the point of losing their minds would eat them too.
The people whose parents sacrifice everything to protect, just for a piece of bread, will become slaves whom they want only to exploit and oppress, become livestock that they can take whatever they want, animals that they trample under their feet and spit on...
Neither ignorance nor death have ever stopped them. They block their sight and hearing, firmly believing that the war will end one day.
But later, her father fell ill, a disease that her parents had diagnosed as incurable.
Her mother tried to deny everything she had learned throughout her life, and her faith in witnessing countless deaths completely collapsed, and she knelt on the ground and prayed to the illusory God.
At that time, when the mother was most desperate, some of those who were saved by the mother and father said that war was God's punishment for his own children, in order to cleanse the deep-rooted sins of mankind.
So, in despair, they humbly sang and praised war, ridiculously believing that it was a messenger sent by the gods to punish their children, wanting the gods to understand that their children had realized their mistakes...
At that time, looking at his voiceless father, his completely collapsed mother and the ridiculous people around her, Nono, who was already seven years old, gradually realized that the cause of his suffering was not disease, not ninjas, not war, and not great power...
But stupidity and ignorance.
No matter how the times change or how the world changes, ignorance still drives human beings to make mistakes again and again.
Medical technology and medical ninjutsu can save individual lives, but in a world full of ignorance, conflict, war and death, relying on medical technology cannot fundamentally solve the problem.
It was at this time that kumokawa appeared.
"Pulling teeth, pathetic and feeble kindness, is meaningless." He said, "Will you come with me?"
Inexplicably, when Nono looked up and met those calm eyes, the short girl followed with her emaciated, unconscious mother on her back.
Until now, Nono has come to understand more and more that only power can correct stupidity and ignorance, and only by correcting stupidity and ignorance can the world be truly changed.
Just as those people sang in the disaster, use whips to whip and correct their mistakes, and use the truth of wisdom and power to guide them not to make mistakes.
So, what Nono wants to do is actually "education", and the career she wants to be is actually a teacher.
But who can blame me for having a mother who appears gentle but is actually crazy?
With her mother away, she had to temporarily take over the position in the medical department.
“……”
Behind Kumokawa, Yahiko glanced at the silent crowd, then withdrew his gaze from Nono's still smiling face, and lowered his eyes with a slightly gloomy look.
Is it weakness if kindness pulls out teeth, and is it malice if you impose kindness on others?
His will for peace remains as strong as iron, and his heart is still as warm as before, burning his will like the sun.
However, right and wrong, true and false, did not seem to be as clear-cut and crucial as he had once thought.
Kumokawa glanced at the faces of the people on both sides, and looked into the distance with indifference in his eyes. He seemed to be talking to himself: "But I only see an unchanging future. The eternal silence and dead silence make me feel bored."
"The five great nations and five great ninja villages have been stable for too long. The hereditary system of the nobility and ninja clans, the hierarchical system of the ninja villages... when resources and opportunities are concentrated in the hands of a few people, others cannot change their fate through hard work."
"No matter which great nation wins the Second Shinobi World War, the 'wind' they stir up is not enough to move the windmill of the world."
"So, I decided to make the outcome of this 'game' more important, so as to determine who will lead the next era."
Kumokawa's pupils shrank slightly, as if he had turned from gazing at something illusory to staring at the people in front of him. He smiled faintly and said, "Since you are silent, I will take this as your consent."
"If they win this 'game', the boring old era will continue. If we win, the direction of the new era will gradually be in our hands."
"But the final winner, whether it is a big country or us, you will all stand by my side and draw new 'rules' and 'games' for this world."
After that, Kumokawa held the black cat in his arms, slowly stood up, and said softly: "Go, each department has its own duties, and all actions are under command."
"Next, we will just wait for those old guys from the past to put themselves into the coffins, and we will personally shovel the first handful of soil for their graves."
Along with the sound of chairs moving, everyone present stood up.
