"That is to say, we have now switched from offense to defense."
After Kumokawa said this, the people sitting around the conference table fell into a brief silence, and then a similar light appeared in everyone's eyes.
Whether it was Kakuzu and Reyū who had joined not long ago, or Aki and Tsuyu who had been looking forward to this day for a long time, or Nagato, Yahiko, and Shinnō who each had their own goals, they were all agitated by Kumokawa's words at this moment.
Kakuzu thought that with the epoch-making equipment and weapons developed by the City of Dawn, he only needed to fight a battle to become famous, and then countless businessmen would come to him waving banknotes to give him money.
Reyū was thinking that he had never expected that he would have the opportunity to avenge Kagero Village against the great country so soon; Shinnō was thinking that he was finally going to take the next step to rule the ninja world and achieve Takama-ga-hara.
Not to mention Nagato, Yahiko, Aki, and Tsuyu, the four of them, the wind started from the tip of the green duckweed, the waves rose from the ripples, the deep-rooted hatred and unswerving faith supported their determination to face death.
Kumokawa looked at his men. None of them was afraid of the majesty of a great country or were loyal to the daimyo nobles. They all said that they wanted to fight for the rise of the Land of Rain, but in fact, none of them took it seriously.
Regardless of their positions or different purposes, when it comes to the topic of confronting great powers, they all have similar enthusiasm and passion.
If they were asked to choose between the Isibi, the Daimyo, and him, Tsukimi Sato Kumokawa, this group of people would definitely choose him without hesitation. Each of them is a born rebel leader.
I feel so relieved to have internal unity and synergy!
"Ahem!"
Kumokawa nodded in satisfaction, then he coughed lightly, looked at the Yakushi Nono and said seriously: "Nono, I will approve a note for you after the meeting, and you go to the Ministry of Finance to find Kakuzu to get the money."
"I only have one request. Before we officially go to war with the big country, you must train a good team for the medical department!"
When Kakuzu heard that Kumokawa was going to approve money for the medical department, he didn't take it seriously at all.
As the Minister of Finance, he had already made plans to approve money before attending the meeting.
In Kakuzu's view, it was just tens of millions of ryo at most, but for the City of Dawn now, tens of millions of ryo could be easily taken out.
However, as soon as Kumokawa said the next sentence, Kakuzu suddenly lost his composure.
"Well, for the first payment, let's take 100 million ryo."
Kumokawa pulled out a pen, lowered his head and wrote a note, "If it's not enough, go find Kakuzu again."
Upon hearing this, the faces of those who were originally thinking about how to exploit and reap the benefits of big and small countries suddenly changed.
"Wait a minute, 100 million ryo?" He stared at Kumokawa with wide eyes, as if he had been hurt. "Did you say it wrong? That's 100 million ryo! If it's not enough, can she ask for more? Can she spend all this money?"
Before Kumokawa could speak, Yakushi Nono smiled and said, "As far as I know, Konoha is also training medical ninjas now. They want to equip each team with a medical ninja. So far, they have spent more than 200 million ryo."
"Although our medical technology is more civilian-friendly and does not require talent as a foundation like medical ninjas, if we want to train doctors who have both skills, knowledge, and psychological qualities so that they can provide timely and effective medical support on the battlefield, 100 million ryo is already the minimum cost."
A qualified battlefield doctor must at least learn and master basic medical knowledge, basic first aid knowledge and operations, be able to quickly judge injuries and develop treatment plans on the battlefield, and perform surgery in complex environments.
"One hundred million ryo is just a drop in the bucket. As long as we train a group of talented people and let them train a group of students, it will be enough to reduce the legion's casualty rate by half."
Kumokawa waved his hand, stamped the note, and handed it to Nono. Without giving Kakuzu a chance to argue, he said, "We will cover part of the cost of the field doctors within the legion. Students who are interested in becoming doctors will have to pay for their own training."
"However, in order to encourage more medical personnel to participate in battlefield rescue work, the administrative department is also trying to find ways to provide certain preferential policies or subsidies during this period."
The black cat in Kumokawa's arms arched its body to indicate that it heard it.
"snort."
Although Kakuzu, whose mouth was blocked, was a little depressed, he just sat there without saying a word.
He just felt sorry for the money, not that he couldn't figure out the bill.
Since they are wounded soldiers, they have all been on the battlefield. As long as they come back alive, they are no longer recruits. Battlefield experience is not a joke. Just a little training and integration, and a change of equipment can directly become elites!
For example, the demon army who followed Kumokawa to the Land of Mountain and faced the Takigakure troops and came back alive, they are now the most clear about how to kill the enemy and protect themselves on the battlefield. Any one of them can beat several newcomers.
If we can really train a large number of medical soldiers to provide timely and effective medical treatment services in war, reduce combat effectiveness losses, and ensure the combat effectiveness of the corps, then this money is indeed well spent.
It obviously takes much less energy and money to revive an experienced veteran than to train a new soldier.
What’s more, they allowed the members of the legion to die and had to pay huge pensions.
With this calculation, Kakuzu's gloomy expression couldn't help but relax a little.
"Aki."
After explaining the medical department's affairs, Kumokawa looked at Aki again and said with a smile: "The Agricultural Research and Development Department has done a good job recently. I have nothing to say about this. Keep it up."
The predecessor of the Agricultural Research and Development Department was the "Agronomy Class", which can be said to be the fastest growing department at present.
All I can say is that the principle that food is the first necessity of the people applies in any world.
As for other things, those civilians who couldn't even get enough food had no desire to learn at all, but when it came to learning farming, that group of people learned very enthusiastically.
At the beginning, Aki only taught a group of people how to build greenhouses, how to grow vegetables, and how to increase production. Then this group of people told their students and relatives, and layer by layer, soon there were agricultural classes in every region.
After all, for ordinary people, time is not valuable at all. The only thing that matters is having enough food. Only by having enough food can one survive. Only after having enough food can one have the mind to learn other things.
"However, while ensuring our own food security and ensuring that everyone can have enough to eat, you can try to research cash crops and grow new varieties of fruits and vegetables to sell to other neighboring countries."
Kumokawa pointed out Aki's thoughts and reminded him, "The fruit that the fruit farmer sent before was quite good. It should be able to fetch a good price if sold to other countries."
"Nowadays, there are more and more places to spend money. It is obviously not enough to rely solely on shipping and fishing. We must find new ways to make money."
Speaking of making money, Kakuzu nodded with satisfaction, pleased that Lord Kumokawa knew that firewood, rice, oil and salt were expensive.
"There are also weapons research and development departments and biological research and development departments." Kumokawa continued to look at Shinnō and Reyū, who were serious, and instructed: "We have now reached a cooperative relationship with Oyashiro En, allowing him to sell obsolete weapons to people in other countries."
"How to sell and what to sell, you can discuss with him yourself, but I have only one request for you." Kumokawa held up five fingers and said one by one, "Sell one generation, serve one generation, develop one generation, pre-research one generation, and explore one generation!"
Hearing this novel statement, Reyū and Shinnō were stunned for a moment, but soon understood its meaning. They subconsciously looked at each other and found that each other's eyes gradually became enlightened and excited, as if the door to a new world had been opened.
The selling generation naturally refers to the equipment that has long been eliminated and sold to other countries; the service generation refers to the equipment that has matured and is widely used; the research and development generation refers to the next generation of equipment or technology that is currently under design, development or production.
Together with the pre-research generation and the exploration generation, these five concepts together constitute a complete R&D and management system. It can be said that they will always be ahead of other countries!
Even if they sell obsolete weapons to other countries, they don't have to worry about being overtaken by others, because they are three versions ahead, ensuring that they can always maintain their leading position in current and future technology and product development.
"Also, remember to 'warn' that guy Oyashiro En."
Looking at the two excited people, Kumokawa interrupted in a deep voice: "Selling arms is naturally for the purpose of making money from the war, but on the other hand, it is also to prepare in advance for the establishment of a united front of small countries in the future."
"Therefore, the arms trade is mainly aimed at those small countries that have been oppressed by big countries for a long time, with frequent conflicts and unstable situations. They want to improve their own strength and defense capabilities, but they are unable to turn the tide because of their lack of foundation! They have an urgent need for this kind of weapon that does not have high threshold requirements and can kill ninjas even if used by ordinary people!"
"As long as they have been invaded by big countries and are dissatisfied with them, it doesn't matter if we sell them at a low price or with various preferential conditions. They are our future allies. Moreover, small countries have loopholes such as poverty, corruption, and poor governance. They are more likely to accept our kindness than those big countries..."
Having said this, Kumokawa suddenly stopped.
Nagato and Shinnō narrowed their eyes and vaguely heard the second half of the sentence.
Selling to a small country is fine, and selling to a big country is also fine, but the question is, who should we sell to?
The daimyo? The nobles? The merchants? Or... the oppressed civilians?
If the daimyo of a small country is not "friendly", can we secretly support a new one?
If the nobles of a big country live too peacefully, can we give them some "trouble"?
Realizing this, Nagato and Shinnō looked at each other and had their own plans in mind.
"Lord Kumokawa, I have another question." The old man Reyū raised his hand childishly and said with a smile, "How much research funding can you approve for us?"
"How much?" Kumokawa narrowed his eyes and laughed, "There's no upper limit! How much you can squeeze out of Kakuzu and I's pockets depends entirely on your ability!"
When they heard the words “no upper limit”, Reyū and Shinnō’s eyes instantly turned red.
"Wait! Wait a minute!" Kakuzu's eyes turned red. He stood up suddenly and looked at Kumokawa, pointing at Reyū and questioning, "Forget about the biological research and development department that has already developed results, but why does this old guy's weapons research and development department dare to say 'there is no upper limit'?!"
Kumokawa did not answer him, but looked at Reyū with a smile.
"snort."
Reyū crossed his arms over his chest and snorted coldly, then laughed, "The research team of the Biological Research and Development Department spent several months, but still could not break through the error of the thousand-meter sniper to within ten centimeters, while our weapons research and development department successfully broke through in just half a day."
Seeing his proud look, Kakuzu and the others present felt a sense of awe and turned their attention to Shinnō, the head of the biological research and development department.
“……”
Shinnō's eyes twitched, and he said depressedly: "It's not our fault. Those crazy people in the weapons research and development department didn't spend any effort on the development of the accuracy of sniper ninja tools. Instead, they directly developed a new type of explosive warhead!"
"That damn thing is only one centimeter in diameter, but it can blow up everything within ten meters of the center of the bullet. This way, there is no need to worry about a few centimeters of error!"
Hearing this, everyone fell silent for a moment as they looked at Reyū, who was not ashamed but proud of it.
Is he really a genius?
"What do you know?" Reyū sneered, "When military supplies are insufficient, we need to be careful with our budgets. When military supplies are complete, carpet bombing is not a bad idea!"
In Kagero Village, we were always stuck with funding and had a hard life. Now that we are in the Land of Rain, we finally have plenty of funding, so of course we are letting ourselves go!
If you are poor, you can strike with precision. If you are rich, you can cover yourself with firepower!
Boom! Boom! Boom!
Seeing that Kakuzu was silenced by Reyū's strange thoughts, Kumokawa stretched out a finger and tapped the table to interrupt Reyū's next words.
Seeing that everyone's eyes were looking at him again, he looked at Tsuyu, whose temples were already graying: "Tsuyu, your intelligence department will be able to play an increasingly important role in the future. I still have some intelligence personnel who are only in contact with me. I will hand them over to you later."
"Next, you must continue to improve the intelligence network and give priority to collecting information such as the troop deployment and tactical intentions of Iwagakure and Sunagakure to ensure the accuracy and timeliness of the information."
Intelligence and reconnaissance are important links in war and are of great significance for understanding the enemy's dynamics and formulating combat plans.
"Ayumi, the Administration Department must strengthen logistics support, supply, and coordination to ensure that the needs of all departments can be met and responded to in the future."
"Nagato, I need you to treat the five major ninja villages and the Amegakure Village as imaginary enemies. According to the terrain of the battle zone and the distribution of enemy forces, reasonably divide the combat area to ensure that each area has sufficient troop support and give priority to the security of key areas and strategic locations."
Upon hearing that the Amegakure Village was to be used as an imaginary enemy, everyone present had a calm expression except Yahiko who was stunned for a moment.
As the orders were given one by one, Kumokawa suddenly paused.
Immediately, he swept his eyes across the faces of the people in front of him and said in a deep voice: "Our current strategic goal is to completely and undisputedly defeat at least one big country while protecting our own territory, dignity and security, and make them admit their 'defeat'!"
"We strive to become the only victorious side of the Second Shinobi World War, and make our reputation known to everyone in the ninja world. The Land of Rain is not only about Hanzo! The Land of Rain is not only about the Amegakure Village! There is also us! There is also a 'collective'!"
"Let them understand that we want to promote peace and stability among the countries in the ninja world through war, and achieve long-term prosperity and development. If they don't want 'peace', we will help them achieve 'peace'!"
"Can you understand what I'm saying?"
