The last ray of dim light from the setting sun lingered on the surface of the river.
The transparent glass in the city was also dyed the red of the sunset, and it felt like the whole city was becoming lazy in the warm tones.
But in various places in the city, hurried footsteps were heard, breaking the peace and tranquility here.
"Um?"
"What happens?"
The people around were attracted by the sudden sound and cast curious or suspicious glances in the direction of the sound.
They saw a few guys wearing white robes, their faces covered by white cloth with swirls painted on them, standing in four directions blocking all exits.
"Hey, hey, hey, don't disturb me from entertaining the guests... Eh? This outfit..."
The owner of the street noodle shop poked his head out from behind the counter, holding a kitchen knife in his hand and frowning. He was about to say something, but swallowed it back after seeing how they were dressed.
As mentioned in the public notice not long ago, this dress and attire belongs to the newly established security department.
"Don't be nervous, just listen to me."
Uzumaki Issai, who has now become the head of the security department, stood up and said in a polite but solemn voice: "Excuse me, we have discovered that there are enemies sneaking in. We have to block this place. Please leave in an orderly manner!"
As he was speaking, the sound of footsteps behind him became closer and closer. In the red glow, figures in white robes surrounded him.
Within a few breaths, the entire area was surrounded, leaving no room for escape.
Every resident who was being watched felt the increasingly depressing atmosphere and pressure.
There was some commotion at the scene, but it was not to the point of chaos.
After all, they already knew the identities of these people.
"An enemy has infiltrated?"
"Are they from the Defense Department?"
"Well, that's no reason to complain."
"Do as you are told. After all, you are Kumokawa-sama's subordinate."
After recognizing and understanding the identities of the two parties, the noodle shop owner scratched his head and smiled helplessly, and the others stopped complaining and obediently followed the instructions and began to evacuate in an orderly manner.
They knew that the Security Department and the Defense Department were both important departments directly under Kumokawa-sama.
Just like the color of the clothes on their bodies, which is the same as that of white doves, the Security Department is mainly responsible for maintaining security within the city.
Collect and analyze intelligence information related to national security, and deal with behaviors and leaks that endanger the collective interests of City of Dawn, including preventing and dealing with espionage activities, and combating violations of laws and regulations...
They had seen people being taken away by the Security Department before, but this was the first time they had seen such a large-scale scene, directly blocking off the entire area within sight.
Not only in their neighborhood, but also in some other places.
"Speaking of which."
The noodle shop owner looked up with some confusion, looked at the white shadows hovering in the sky, and said casually: "It seems that the pigeons are particularly lively today."
At the same time, above the City of Dawn, in the clouds with the setting sun setting against the red sea, a huge fortress was suspended and hidden here.
"A group of mice just happened to come to our doorstep to test the results of our work over the past period of time."
Shinnō folded his arms and looked at the projection of the city in front of him with a sneer on his face. Several pulsating red dots on the projection were reflected in his gray eyes.
Behind him, the core space, which was originally empty and only had stone bases, has become crowded and noisy.
Compared to before, this place can now be called a central control room.
Dozens of Sky Ninjas and Uzumaki clan members were mixed together, some of them sat in front of the screens of the sub-monitoring stations, while others were recording and exchanging information.
There was no crowding, no noise, no barriers or disharmony. The entire control room was divided into efficient and orderly parts, just like the parts of a puzzle, falling efficiently into their respective positions.
They all belong to the Security Department now, and have all changed into white clothes, turning into a tight machine.
Although the fortress's energy source "Zero Tail" is in Shinnō's body, which means he has to stay here and cannot leave the fortress, Shinnō still feels very satisfied and happy.
Because he could feel that he was gradually moving towards his ideal, and the growth rate was several times faster than his previous progress.
Even though we can only keep City of Dawn in our sight now, we will definitely be able to grasp the dynamics of the entire ninja world in the future.
"The entire ninja world."
Shinnō's eyes gradually became hot, and he remembered the words of Kumokawa and the blueprint for the future that he had drawn for him.
"Kumokawa-sama."
Shinnō, who came to the City of Dawn for the first time, was full of doubts. Especially when he saw Kumokawa's preferential treatment of those refugees, he couldn't help but ask: "Can I ask, why do you..."
"You want to ask me why I do these 'unnecessary' things?" Kumokawa interrupted with a smile.
But Shinnō shook his head subconsciously. He had already absorbed Kumokawa's "blood". Although he was a little puzzled, he didn't think that he would do anything unnecessary.
"I'm curious, why do they keep flocking here? I can clearly feel the uneasiness and fear in their hearts." Shinnō asked.
"It's not surprising that you have this doubt. After all, in your eyes, I should be a 'villain'."
Kumokawa smiled calmly, looking down at the city below, and before Shinnō could make a flustered excuse, he waved his hand and interrupted, "It's okay, I admit that I'm not a good person."
"However, I am not a fool, a butcher, or an executioner who is driven by desire, unpresentable, stupid and incompetent."
"In my opinion, only those who have a firm and unshakable belief in their own outstanding talents and unique values, who are willing to do whatever it takes to achieve their goals, even if they are willing to stand on the opposite side of everyone, but who are still able to make those on the opposite side rely on them, believe in them, and respect them, and who have a real meaning of existence in the world, are worthy of being called villains."
Hearing this, Shinnō's expression changed slightly, and he seemed to be thinking about something.
"As for why they keep coming here even though they are filled with fear..." Kumokawa paused and said calmly, "When the whole world is filled with sealed rooms, the one who has the key is the 'king'."
"When war breaks out, the nobles sell munitions, the rich sell food, and the common people sell their children."
"After the war, the nobles took back the remaining munitions, the rich planted more food, and the common people could only look for their children's graves."
"So, I told them that I want to end this boring war and world, so that even civilians who don't have ninja talent can have the same or even stronger power as ninjas, and let them fight for the future they want."
Kumokawa did not deliberately lower his voice, and every word was heard clearly.
Shinnō subconsciously looked up in front of him, carefully examining the expression on Kumokawa's face, as if trying to see if he was joking.
However, the boy's eyes were so deep that he could not understand or fathom them. His blue eyes seemed to be frozen, and beneath the ice were deep shadows, like a deep ocean with no end in sight, making it impossible to see what was hidden.
