The Next Day.
A newspaper began to spread all over the world along with the news bird.
It was printed with a headline that shocked people.
[The ultimate war that will change the world, All the criminals in the world's largest prison, Impel Down vs the Marines Headquarters! ]
[The most evil pirate in history is born! His name is Hisoka! ]
As the circulation of newspapers spread.
People all over the world were also puzzled by this top-level war that broke out without any warning.
At the same time, Hisoka name began to be engraved in everyone's heart.
Because of his last words.
As the most crucial figure in the entire event, he single-handedly planned the largest riot in the history of the fallen Impel Down, releasing almost all the criminals in Impel Down, and then confronting most of the Marines Headquarters.
The reason for this madness turned out to be just fun.
This distorted feeling almost overturns people's three views.
As a result of this war, the Marine Headquarters was severely damaged and all the top monsters in Impel Down escaped.
At the same time, the number of other criminals who successfully escaped from prison was too countless to be counted due to the chaos at the end.
Due to various facts, the whole world pattern is changing.
And people began to tremble with fear for possible subsequent changes.
Red Line, Holy Land Mary Geoise.
In a spacious and bright hall.
The five people with the greatest power in the world in the eyes of the world began to gather. They are the Five Elders, the highest authorities in the World Government.
"The world is starting to lose its balance! The worst pirate in history, Hisoka! Humph!"
One of the Five Elders with a big mustache snorted coldly.
"As the news is spreading, pirates all over the world are probably ready to make a move! The Great Pirate Era created by Pirate King Roger will get even further out of control!"
A Five Elder Star with a flat hat and curly hair spoke solemnly.
"That's right. Now, with the decline of the power of the Marines Headquarters and the great pirates led by Hisoka escaping from Impel Down, there are more and more fools around the world who want to become pirates! The Marines's current strength is obviously not enough to deal with this situation!"
A bearded Five Elders also took up the conversation.
Although the Marines’s top combat forces did not suffer much loss, the sea was too vast and there were only a few of them.
They are often mid-level fighters stationed in various places across the sea.
Now, the middle-level and elite combat forces under the Marines are obviously seriously lacking after this war.
And they also need to guard against those pirates who escaped from prison, so the current Marines's manpower is very tight.
A blond Five Elders also spoke.
"The whole world is beginning to fall into chaos! The weakening of the Marines and the loss of Impel Down, coupled with the defeat in this war, can be said to have weakened the authority of the current World Government! And..."
He paused and then continued.
"And if we let that extremely evil man Hisoka continue to roam around, who knows what he will do!"
Hearing the words of the blond Five Elders, a bald Five Elders holding a sword also nodded.
"Apple Hunter Hisoka, I heard that his ideas are very dangerous. Sengoku's report says that he wants to do something comparable to or even surpass the deeds of Pirate King Roger!"
"Such a lawless person, and as the culprit of this incident, needs to be arrested as soon as possible, and then publicly executed in order to restore the dignity of the World Government! Curb those people who are ready to make trouble!"
The bald Five Elders' opinion was also agreed by others, and the blond Five Elders also made some supplements.
"Well, this requires long-term planning. Now, we don't know whether Hisoka and those escaped monsters have fallen apart. When we confirm the right time, we must let the Marines arrest him in one fell swoop!"
With Hisoka's whereabouts confirmed, the Five Elders next discussed the remedial measures that needed to be taken regarding the world situation.
Finally, the Five Elders with mustaches said.
"Fleet Admiral Kong has now arrived at the Holy Land. He wants to discuss with us how to strengthen the Marines!"
"Then let's call him in! He needs to be punished for his dereliction of duty. The Celestial Dragons were kidnaped, the Heavenly Tribute was robbed, the Impel Down was lost, and the war was lost. So many big problems have arisen in such a short period of time! He is too derelict in his duty!"
The Five Elder Star with a mustache said this, and the other Five Elder Stars nodded.
For them, regardless of whether or not these events were directed by Kong, as long as they happened during his tenure, they were his fault.
This is not only an excuse to knock the Marines, but also what they think it is.
If the Marines had enough deterrent power, no one would commit so many outrageous acts.
The other side.
Kong stayed quietly in the reception room of the holy land.
He came here now because of the current problems of the Marines.
Yesterday's war was too brutal, so 30,000 elite troops from the Marines Headquarters were sent out.
Less than ten thousand troops were able to return alive.
Many of them are disabled.
You must know that many of these are the backbone of the future, they are outstanding talents selected from various branches around the world to come to the Marines Headquarters, and some of them graduated directly from the Marine Academy. These are the foundation for the Marines Headquarters to rule the first half of the Grand Line.
As long as they continue to grow, many will be sent to the four seas and various branch bases of the Grand Line to serve as middle and senior management.
If this situation is left unchecked, the Marines may face some gaps.
Moreover, only one in ten of the Marines stationed in the Impel Down remains.
Many prison guards in Impel Down also suffered casualties in the riots caused by criminals escaping from prison.
All of these need to be supplemented.
But it’s not that easy to replenish.
If it were that easy, the Marines Headquarters wouldn't be so sparsely staffed.
In addition to resources, it is also the result of accumulation of time.
Even if there are resources and time, there still needs to be people.
Who? Anyone who has a passion for justice and is willing to join the Marines.
The Marines has to fight pirates for a long time, but not everyone has this determination.
In addition, certain qualifications are required to enter the Marines Headquarters.
Talents who grow faster than others in the same period of time must also have meritorious service and even have hidden conditions such as backstage connections.
The salary in the Marines is not very high, at least at the lower levels.
Under various constraints.
Not that many people can actually come to the Marines Headquarters.
Now, Kong needs to find a way to restore the Marines's vitality.
It is obviously impossible to do this using traditional methods, so we have to use unconventional methods.
Only by recovering as quickly as possible can we defend the increasingly chaotic era ahead and restore the prestige of the Marines.
Otherwise, long-term failures will form a vicious cycle, and people's desire to join the Marines will become lower and lower.
"Fleet-Admiral Kong! The Five Elders invite you!"
A receptionist pushed open the door of the reception room and walked in.
"Um!"
Kong nodded and took a deep breath, hoping that everything would go smoothly!
