As Yakushi Kabuto narrates.
A futuristic technology style with extremely limited resources.
Through the law of the jungle, the law of the jungle, natural selection, and winner-take-all, a small group of extraordinary and talented ninjas were trained, and the image of the Otogakure Village rose rapidly.
Slowly appeared in front of everyone's eyes.
"..."
Orochimaru looked at the light screen and narrowed his eyes slightly, his golden snake eyes narrowing into a dangerous gap.
Is this the Otogakure of the future?
It seems.
It seems pretty good!
At least, it suits his taste.
Orochimaru bowed his head in thought.
At this moment, Otogakure Village has just been established, and no rules have been set yet. It is a blank piece of paper that can be scribbled on at will.
at the moment.
There happened to be a mature, complete and feasible plan in front of him.
What else is there to say?
If he doesn't take it, he will be blamed for it!!
The most important thing is that he has enough room for trial and error. Even if he doesn't succeed, he can change it overnight.
Anyway, He has the final say in Otogakure Village.
This is the advantage of Otogakure Village, the boat is small and easy to turn around.
Think about it.
Orochimaru chuckled, looking very happy, and said to Yakushi Kabuto beside him: "Kabuto, you have seen everything in the light curtain."
Yakushi Kabuto nodded: "Yes, Orochimaru-sama!"
"That's good!"
Orochimaru patted Yakushi Kabuto on the shoulder and entrusted him with the important task: "Anyway, your identity as an undercover agent in Konoha has been exposed, so there is no need to go back. You can stay and be responsible for helping me build Academy City."
"Now, I appoint you as the first chairman of Academy City, fully responsible for the construction of Academy City!"
"yes!"
Yakushi Kabuto said he was very honored.
at the same time.
Others in the ninja world have also seen the leap in strength of Otogakure Village after the reform.
You can see this intuitively from the ninja world rankings.
Land of Sound, which was originally ranked outside the twenty, suddenly experienced an explosive increase in combat power with the exposure of Accelerator, Misaka Mikoto, Yakushi Kabuto and Otogakure Village, directly replacing the position of Land of Sea, and counter attacking all the way. Got to sixth place.
even……
There is a faint tendency to threaten the Kingdom of Wind.
This result.
No matter which country it is placed in, it is quite explosive.
Onoki: "After the reform of Kirigakure, the combat power value has been greatly surpassed by the Kingdom of Wind. Now that the reform of Otogakure Village has directly threatened the Kingdom of Wind."
Onoki: "If this continues, Sunagakure may be kicked out of the top five ninja villages!"
Rasa: "Shut up!!"
Fourth Raikage: “It’s my favorite part of copying answers again!”
Sarutobi Hiruzen: "What do you think? Is the reform plan of Otogakure Village suitable for our five major ninja villages?"
Terumi Mei: "Don't involve me!"
Terumi Mei: "We at Kirigakure already have a clear and feasible reform plan of our own. As for Otogakure's plan, you can discuss it yourself!"
Onoki: “To be honest, it’s a bit difficult to execute!”
Rasa: "Yes, the conditions required by this reform plan are even more stringent than the Kirigakure plan!"
Konoha, Hokage office.
Sarutobi Hiruzen held his pipe in his mouth and blew out a puff of white mist.
As Onoki and Rasa said, this reform plan seems simple, but in fact it is more difficult to implement than Kirigakure's plan.
Because Otogakure is a newly created Ninja Village.
There are no intertwined families.
Rich and powerful.
Reform is just a matter of Orochimaru's words, simple.
If it were Konoha, that would definitely not work.
in addition.
The students in Otogakure Village are all orphans with Bloodline Limit (kekkei-genkai) collected by Orochimaru from all over the country.
There is no source of livelihood.
Orochimaru provides food and drink all by himself.
Under the system of strength supremacy classrooms, in order to survive, they will naturally work hard.
And Konoha...
The owners of Bloodline Limit, or those geniuses.
Most of them are born into wealthy families.
Rich clothes and fine food, not to mention starving them, even if they scratch the skin a little, the parents will come to the door and reason with him.
certainly.
If Sarutobi Hiruzen has enough courage, he will be tougher and willing to offend certain interest groups.
Small-scale reforms can still be carried out.
For example, we can learn from the strength-based classroom system, improve the teaching philosophy of Konoha Shinobi School, train students' subjective initiative, strengthen their fighting instinct, etc.
However, if Sarutobi Hiruzen really has this courage and awareness.
Konoha...
How did the Super Ninja Village, which was one against four back then, be reduced to the present situation.
People outside the light curtain are busy copying the answers.
The people in the light curtain are also busy copying the answers!
As Ibiki Morino walked into the classroom with a hideous scar on his face, the first Chūnin exam officially kicked off.
The first session of the Chūnin exam.
It's a written test.
In name, it is to examine the knowledge of ninjas, but in fact it is to examine the ability of ninjas to detect intelligence.
The process of this exam was not too turbulent.
A group of ninjas show their magical powers, trying their best to get answers from the answerers' papers, and the examination room was full of cheaters who used various ninjutsu.
【rustle……】
【Gaara used sand to condense eyeballs, and peeked at the answerer's test paper. 】
【Sasuke uses Sharingan to copy the actions of the previous candidates. 】
[Don’t worry about whether it’s right or not. 】
[Just tell me if I have written it all! 】
【Haruno Sakura, Accelerator, Misaka Mikoto and other academic masters answer the questions directly after getting the test papers, regardless of whether the questions are super-class or not. 】
[Ash is the same as Inuzuka Kiba. 】
[Cheating with Pikachu lying on his shoulders. 】
[ Naruto and Luffy are assigned to the same table, the two look at each other and look at each other. 】
[After a few seconds. 】
【Luffy resolutely lay down on the table, fell asleep. 】
[Show it! 】
【Naruto remembered the Observation Haki he had mastered, and began to copy it. 】
[Zoro, who also couldn't solve the problem and was too lazy to cheat, saw Luffy swinging, supported the chair with two fingers, slowly raised his body, and started exercising. 】
[Stop talking, open the book! 】
[It's just that the direction of the paper is different from other candidates. 】
【"..."】
[On the podium, Morino Ibiki had a panoramic view of all this, and the corners of his eyes twitched. 】
【Is this the so-called generation of miracles? 】
[It's so funny! 】
【However. 】
[These people finally passed the first exam. 】
[Because the real core of this exam lies in fearless courage, as long as you persist in taking the exam under the pressure of the chief examiner, you can pass it directly. 】
【Examination paper or something, it doesn't matter at all. 】
[Ping bell bang bang! 】
[The moment Morino Ibiki announced that all the remaining exams passed the first exam. 】
[The window glass on the right suddenly shattered. 】
[A purple-haired royal lady appeared in front of the examination room recklessly, and said loudly: "I am the chief examiner of the second examination, Mitarashi Anko!"]
[Finished. 】
【 Mitarashi Anko looked around and frowned. 】
【She turned to Morino Ibiki and said: "Why are there so many people left? You didn't release water!"】
【"never mind!"】
【Not waiting for Morino Ibiki to explain. 】
[Mitarashi Anko waved her hand, raised her index finger, and said sullenly to the candidates present: "It doesn't matter how many are left, because in the next second exam, you will be eliminated..."]
【"At least half of the people!"】
