"Fleet-Admiral?"
"Marine Three Admiral?"
"Seven Warlords of the Sea?"
"Form a Marine to replace Anbu and perform the work of maintaining security in Kirigakure in the name of absolute justice?"
Terumi Mei looked at the light curtain and fell into deep thought.
In the flashback of Aokiji's mind.
She saw the towering and uncanny Naval Headquarters building, the Mist Shinobi ninja wearing a Kirigakure forehead protector and a white sailor uniform, and the seagull flag symbolizing peace fluttering in the wind.
And wearing the coat of justice, standing on the top of the Naval Headquarters building, looking around at the prosperous Kirigakure below, showing a satisfied smile.
this……
Is this really Kirigakure from the future?
In just three years, such earth-shaking changes have occurred.
It's unbelievable.
Sarutobi Hiruzen: "Is this Kirigakure from the future? It doesn't look like he suffered from the Three Tails at all!"
Rasa: "Yes, there are no traces at all!"
Onoki: "It can't be said that there are no traces at all. When you look at these high-rise buildings, they are completely different from Kirigakure's previous architectural style. They were obviously demolished and rebuilt after being destroyed by Three Tails."
Jiraiya: "It seems that Kirigakure has indeed found a path suitable for his own development!"
Roger: “It’s a blessing in disguise!”
Fourth Raikage: "Okay, now that there are successful cases, you Kirigakure can completely copy this reform plan without having to use your brain."
Ao: "Lady Terumi Mei, please make your decision!"
"..."
Terumi Mei lowered her head and thought.
At present, Kirigakure is in a state of exhaustion, and Fourth Mizukage Yagura rushes to the sea, creating a power vacuum.
It is the best time to end the "bloody mist" policy and implement peaceful opening up.
not to mention.
The movie viewing system predicted it in advance.
In the future, there will be a powerful enemy called "God" who will invade the ninja world.
At this critical moment.
The other four major ninja villages will not intervene in Kirigakure's affairs and weaken the power of the ninja alliance. Otherwise, under the pressure of public opinion, they will easily become the common enemy of the entire ninja world.
Think about it.
Terumi Mei raised her head suddenly.
The confusion in his eyes completely disappeared, replaced by a look of determination.
Taking a deep breath, she announced to the entire ninja world in the chat room: "From now on, Kirigakure will carry out comprehensive reforms, form Marine to replace Anbu, implement the name of absolute justice, and cancel all Mist Shinobi's arrest warrant who defected because of Yagura..”
As soon as this statement came out.
The entire Kingdom of Water erupted in cheers like a roaring mountain and a tsunami.
Kirigakure, a bitter orange Yagura, has been around for a long time.
During this period, people such as Biwa Juzo, Momochi Zabuza, Hoshigaki Kisame, Kurosuki Raiga, etc. all became rebel ninjas because they were dissatisfied with the tyranny of Yagura.
Although the truth is now revealed.
Everyone knows that Yagura was controlled by Uchiha's people using Sharingan.
But the blame ultimately fell on his head.
at the moment.
Seeing Terumi Mei announcing in front of everyone in the Ninja world that Kirigakure will be reformed and the "Blood Mist Village" policy will be banned, some Mist Shinobi who still care about the Ninja Village rebelled and embarked on the road to return to their hometown. , decided to join the Marines and contribute to the development of Kirigakure.
Akatsuki organization base.
Uchiha Itachi glanced at Hoshigaki Kisame who was secretly wiping away tears, and said calmly: "What, you plan to go back too?"
"You sure know how to joke, Mr. Itachi."
Hoshigaki Kisame wiped away the tears that overflowed from the corners of his eyes, shook his head gently and sighed: "You should know that once people like us join the Akatsuki organization, they can never look back!"
Unlike other Mist Shinobi.
Kisame has long known that Yagura is controlled by someone.
exactly.
It was the man behind the control of Yagura, the mysterious masked man who called himself "Uchiha Madara", who recruited him into the Akatsuki organization.
"Yeah?"
Uchiha Itachi coughed slightly and changed the topic: "Do you think Kirigakure's reform plan can be applied to other ninja villages?"
"It's hard to say!"
Hoshigaki Kisame grinned: "Every village is different. This plan is specially tailored by Terumi Mei based on Kirigakure's national conditions. It is Kirigakure's exclusive reform plan."
"It may not be applicable to other villages, at least it cannot be copied blindly."
"That makes sense."
Uchiha Itachi nodded noncommittally.
Similar discussion.
There are also many in other ninja villages.
Except for Kirigakure, the Kage of the other four ninja villages convened a think tank to discuss whether this reform plan could be used in their own ninja villages.
finally.
The results of all Ninja Village discussions are not bad.
That's...wait.
Use Kirigakure as a pilot to see if this reform plan is really as effective as the light curtain says.
When it really works, it’s not too late to copy it!
Everything is settled.
In the light curtain, I heard Aokiji say that Kirigakure has completely changed now, and Terumi Mei is about to reunite the Seven Ninja Swordsmen to form the Seven Warlords of the Sea.
to be honest.
Zabuza did feel a bit shaken, hesitating whether to accept the invitation or not.
【"Seven Warlords of the Sea?"】
【No more murmur, Zabuza close his eyes, and said in a deep voice: "I can tell that you really came here with sincerity."】
【"Um!"】
[ Aokiji nodded. 】
【Just when he thought he had succeeded in lobbying, Zabuza slowly raised his head, grinned and said: "But...I refuse!!"]
【"Eh?"】
【Aokiji's eyes widened, and he couldn't help asking: "Why?"】
[Zabuza pointed his index finger at Aokiji, making a strange concave shape, and said loudly and in a sultry tone: "One of the things that I likes to do the most is to say 'no' to self-righteous people like you!"]
["No matter what your purpose is."]
【"Whether it's sincerely, or for promise, it has nothing to do with me!"】
【Zabuza tapped the forehead protector on top of his head with the back of his hand. 】
[The dense fog gradually dissipates. 】
[The sun shines through the mist on several people. 】
[That scratch. 】
[Under the sunlight, the golden light is reflected, which is a bit of an eyesore. 】
【"From the moment I made up my mind to leave the village!"】
【"Kirigakure."】
["It has nothing to do with me anymore!"]
[Zabuza stood up slowly with Haku's help, took a breath, and continued: "It doesn't matter whether you Kirigakure cancel the arrest warrants of me and Haku, I don't care about your so-called Seven Warlords of the Sea. .”]
【"I am..."】
["The man who dared to assassinate Fourth Mizukage Yagura, even if we disagreed with each other, I joined hands with Roger to turn the Kingdom of Water upside down - Momochi Zabuza!!"]
[Finished. 】
【Don’t wait for Aokiji to open his mouth, he leans on the executioner blade as a crutch in one hand, and rests on Haku’s shoulder with the other. 】
[Limped away towards the forest. 】
[The breeze blows. 】
[The leaves curl and fall slowly. 】
【Under the watchful eyes of Kaido, Aokiji and the trio of the seventh class, the figure of Zabuza and Haku completely disappeared in the dense forest. 】
The crisp piano sound sounded.
Accompanied by the beautiful background music, the audience can vaguely hear the vague dialogue between the two.
【"Master Zabuza, where are we going now?"】
【"have no idea."】
["Anyway, let's leave the country of waves first."]
【"Eh?"】
【"Do you want to leave? We finally settled down."】
["Oh, you lose if you lose."]
【"My Skills are not as good as those guys."】
【"What are you going to do here? Do you want to humiliate yourself?"】
["Well... forget it, it doesn't matter, anyway, wherever Master Zabuza goes, I will follow him!"]
【"but."】
["After leaving the Country of Waves, shall we continue to be pirates?"]
["Although Kaido is very annoying, he is right in what he said. Roger's era has passed. As a remnant of the old era, there is no ship that can carry me in the new era."]
[“We must leave the past behind and look to the future!”]
["I've decided to become a bandit!"]
["From today on, I am no longer the vice-captain of the Pirate King. From now on, you will call me the Pirate King!"]
【"Bandits?"】
["It's quite new, I haven't tried it yet! Well, how should I choose a target?"]
【"you still need to ask?"】
["Of course, we will rob whoever has the money!"]
