I think it’s fate speaking to Arthur. It’s been hinted that agrona and Kezess have been working to control or stop something in the natural order.

It sounds like Fate asking Arthur to save the world from the Asura, that they have been holding power and corrupting the world

Sounds like "Fate" talking maybe? I guess he doesn't like the dragons (aka: Kezess?). EDIT: Maybe "Fate" wants things to change, and the reign of the dragons has only brought about stagnation and oppression. Because of this, Fate has arranged things such that the dragons will be overthrown and the lessers will ascend? And Arthur was the best way to bring about this change somehow?
