I feel like a natural cave system will be the most hidden since there isn't really any money to be made there people aren't going to go there trying to steal money or materials for things

Normally, I'd say mines are good for the metallic resources. The problem with that scenario is they're already known locations. An unknown natural cave system however lends itself to much better secrecy. Especially considering our boy uses Mollymakers. All he needs to do is build the basic infrastructure inside to deploy his first teleport pad and close it up. After that, resource gathering is trivial, and he can build literally anything he wants in peace.

If he needs materials just start cleaning the ocean, plenty of exotics and everything else, use a forcefield tuned to only allow water though catch everything else and then print blocks, hell could even tie into his vault, deep sea vault should not be too outside of possibility for fallout

Once he makes his first base he uses a massively upscaled particle drill to then make his main base much deeper underground. His first base should be a bit of a red herring and a small bit easier to find so that in the event someone were to find the first base no one would ever expect his main base to be miles under the same spot.

My thoughts are that with robots and teleportation he needs security more than resources. He can get resources in hundreds of ways or even make more secure bases to work from, but his main base should be difficult if not impossible to reach and breach into.
