Oh man, this looks tricky... 1-13 because of the outfit? 2-20 because , er... They're white and have the same ear-shape? 3-24 because haha anagrams, but also 3-16 because glorious mane! 4-11 because JUSTICE, 4-18 because I can see the resemblance? 5-12 because name and hood, but maybe 5-15? 6-12 because she feels more wicked than Scali, but also 6-15 maybe? 7-23, haha. Also hey, why not 7-11 because mayors. And 7-11 is a store! 8-14 because they're slippery! And hmm... 8-22 because youthful? 9-17 because Australia, but also 9-19 because... I dunno, I get same vibes. 10-24 because *professionalism*, but... 10-12 because I'm pouring on the evil-sauce here. I was familiar with about half of these characters, but the influences were pretty visible overall!
