Genga man controls key frames so that animation movements look more cool, comfortably and easy to understand by viewers. More and more the numbers of in-betweens you put increase, more and moreanimation looks slowly. If there is no in-between or less number, animation movement would get quickly.
By the way, Japanese animation is used 3 frame par one picture basically. 井上俊之さん/Toshiyuki-inoue san he is one of the most greatest animator I've ever known, he has recommended us to use 3 frame in animation because he can make animation movement looks the most naturally. This animation is as well. 1 or 2 frame is so fast. So we don't use this over the top.
Besides, Key frames let put at this point that movements will change to the other movements completely. Look above his animation. If Genga man draws key frames like in-between too much, animation would be not smooth, would be bump or rough finally.
If we could make great movement with less key frames + Douga man who can do a great job... that is the best, isn't that?

No no! 8 pictures. 1 douga (picture) is used 3 frames. 8 douga × 3 frames = 24 fames (one second)
