If that were the case why would they not join in at any point when the entire soul society is at risk many time? I could spend hours just pointing stuff out in Bleach that make no sense or very little, I love it so much I must have read the manga 4 times and watched the anime at least 3 times.

I could kinda understand if the Soul Society we see was just for Karakuro town and it's surrounding areas, assuming that all japan based. Maybe there are other versions of Soul Society that are connected to the one we know and they're based on other countries that belong to the same era as our Soul Society.
