How do i boost clocks even further? I have a 5800x golden sample running at 4.9Ghz rn. I want that 5Ghz!!!

You mean the temperature? There are quite a few posts on here, also from Yuri, that some tools are using code that is more or less intended if only one SW is reading all the values. So it fails sometimes, if other tools also access the values. Some ppl even see frequencies of 65000 MHz... And since your CCX temps are normal, I wouldn't worry about some random average...

Is this meant to be happening? I have medium for my LLC and have everything set as in the instructions (no CO or PBO). Straight after doing the diagnostic and start gaming I come back to hwinfo to see this. Also I have hwinfo set to 500ms polling.
