Not trying to defend the fabricators in this specific case; but having worked in the field and shops directly with engineers/designers on various welded parts, they don't always know what they are doing. Sometimes dangerously so. I have experienced both greed and ignorance driving the danger. Sometimes they know and dont care, sometimes they dont know enough to know what to care about. (its about %80 ignorance %20 greed...) The best solution I can come up; make 2-5 years of shop/field fabricating and constructing experience a requirement to get an engineering degree and license, and a 6 month Very dedicated/specific course on the relevant sciences behind various aspects of construction for field/shop personnel. Welders would take a few courses on metallurgy and material strengths as well as a bit of chemistry and mechanical engineering for example.

I think it's disgusting that the fabricators should think it's OK to change the design without proper consultation with the designers!
