I want to suggest experimenting with a squirrel cage fan. I recall seeing one integrated into the leading edge of a wing... I'm wondering if you could maybe get better performance from a straight wing with it.

For the wheely device. Use a potentiometer to control the angle. You can then make changes as you test. For the body position use a string and a self retracting mechanism. With a magnet attached one end to your chest. Attach the other end to the handle bar or on the frame just below. Now to have to measure the change in string length to compensate for body position.
