I think you're right, when referring to the singular "council" is sounds correct, and for the plural "members" are sounds correct.right

It's the "members of the council part" that does it and makes it sound awkward. It sounds better, at least to me if it was "no one besides the council is allowed" or "no one besides members of the council are allowed". But that's just my take.

That doesn't seem right. I am not an English speaker but you say "no one is allowed" / "nobody is allowed" -> "no one besides the members of the council is allowed" is fine grammatically I believe. "No one" is still the subject of the sentence and an indefinite pronoun so it is used like a singular pronoun

At the beginning it should be "no one but members of the council are allowed in this place". Not "is allowed". Not sure how to say that error without sounding pretentious.
