I don't think she was evil all along. Petunia is doing the thing where she slips back into her comfort level instead of standing beside her friend--the friend who is actively being oppressed by a system that is benefiting by the plight of her people--because she doesn't want to risk losing the life and safety she's had for who knows how long. What I think she's failing to realize is that, even if she cooperates with Chiccadino, he can change his mind on a whim and have Eggton leveled if he so pleased. No matter what she does, she's going to lose something, be it a friend or her living situation thus far. Because we sympathize with Poppy, we're going to side with her and see Petunia as a "bad guy," but she's more complex than that. She's afraid and is making decisions out of fear and possibly a cowardice to fight for a cause that can strip her of some of her privilege.
