To answer your question about who is the girl who killed Julius, the only thing that we know is that she's the 10th Commander (from episode 9).

Probably because it was easier (no need to create young model of every characters), in the anime Shun's story happens in the same year. In the Light Novel, there's a 4 years timeskip between Hugo's assassination attempt and Julius's death.
