If you check what Hitogami told Rudy to do and what Rudy did, you'll find he didn't follow the correct order ...

Poor Rudy heard rice and he thought of the fluffy white rice they had back in Japan, he got so excited, but in the end it was so different ... There's half a chapter in the novels about him getting some and trying to cook it so it would somewhat resemble the rice from home, but he failed hard.
