Today, we begin to create create an image of the opponent of our characters - the one who will enter into an open confrontation with them or stab them in the back, who will take their lives or ruin their reputation.
Now only one thing is known — this is a female.
And what she will be like and what kind of relationship will bind her and our characters will now depend only on you.
To begin with, a completely banal question: is she from the locals or a visitor?

A fugitive with a redemption arc? Or maby a full blown irredeemable serial killer like maby jack the ripper.

I think that a visitor opens up more possibilities than a local. A fugitive on the run or a villain looking to set up shop here [or both] are good possibilities. Either way, they'd want to familiarize themselves with the area as they look for opportunities and potential threats. That might make them conspicuous to Sam and Jack.

Just my opinion but having a local girl feels more right. The town and characters are steampunk inspired so perhaps a evil doctor who transformed themselves into a women on accident is searching for a way to turn back into a man meets jack from enemies to sexual partners?? Idk just me rambling
