This is because Homer addresses him as "Zolar the Adulterer", and Jacques' one character trait is that he tried to steal Marge away from Homer that one time. Indeed, most of Jacques' future background appearances will centre around him wooing other women and/or luring them away from their husbands, for example as part of the "Home Wreckers" bowling team in season 7's "Team Homer":

Given how many minor characters Springfield will eventually build up, it's retroactively very strange that Jacques has such prominence in the early years. It's not like adultery has a lot of natural opportunities for comedy, and there are so many other characters that would have fit in this biblical scene - Flanders, for example, although he has not been established as a mega-Christian yet.
The Simpsons wiki lists Zolar as deceased. I'm not going to argue with that.

I think you might be right, based off subtitles. I guess I was just going by what I thought I heard!

As someone who watched this episode in Hebrew School, I think his name is "Zohar the Adulterer."
