0385 - Raphael or Limo Driver VOTE!

Hopefully you have read the previous post, in which I outline this predicament, but here's a brief recap: we need to concretely determine if teenage Homer's limo driver from "The Way We Was" is Raphael, the character who shows up in various odd jobs throughout Springfield later.
My gut says this is a different guy, but I'm leaving up to you fellow Simpson scholars: two separate people? Or the same guy, 20 years apart?
Choose wisely, and feel free to make your case, but the outcome of this poll will be the deciding factor as to whether character #0385 gets a "redo" post, or whether Raphael will be saved for a later number.
You have one week to decide, so feel free to take your time. It's an important decision.

I think the design is almost identical tbh, far too similar for the resemblance to the eventual Raphael to be coincidence… therefore, it must have been intended to be the same guy. Many characters have slight differences from their initial appearance - if we aren’t calling Black Smithers a different character, I feel this must be Raphael.

I feel like proto-Raphael is probably the truth, but my heart wants this to be Young Raphael. And of course I have to mention here that there was a Raphael World of Springfield figure, which in my opinion is one of the best things they ever made.
