Most of the episode doesn't even take place here, but because the actual story of Homer's upcoming death is so personal, it's very centred on pre-existing characters.
Anyway this is the man who almost kills Homer.
His mishandling of the fugu dish is what sets the main plot in motion. I caught on a further viewing that his name is "Toshiro", which means "intelligent" or "talented". I'd be curious if this is an intentionally ironic name, but have no way to be sure.
