For me he could still have some chance of getting promoted with a 12-3 if he beats both the Teru and Hoshoryu with the loss coming against Onosato. But that is still asking a ton to only lose a single time.

I doubt that anyone thought that Kotozakura would be starting 1-2. His Yokozuna run is already on life support, and I think he'd have to run the table or else win the yusho outright to be promoted. It hasn't helped that Hoshoryu looks to be a man on a mission.
