So, waaaayyyyyy back when reality TV was still the Wild west, there was a Bachelor-type show called Joe the Millionaire. They basically fooled a bunch of women into believing the guy was a millionaire looking for a wife, instead of what he actually was: a normal guy. The guy Oscar the dog turned into is "Joe." So when he says there were "a million reasons" why the witch turned him into the dog, he's referring to his stint as the Millionaire.
