Might be you're not bold enough, and haven't unlocked all the Mayor and T.Rep events to continue on. Maybe try talking to Aldis, Marienne+Ela, the old village lady (for the gem quest) and doing some more lewd things

can't flash the old man from Fringen North, should I have unlocked the area before the mission to go around flashing people? I tried doing all of Fringen before advancing to the dog quests (which unlocked fringen north), but now MC just says "ex- excuse me!" and move away when I try talking with old man, and refuse to flash him, no matter which set of clothes she is using. Should I have unloked the area first? or am I missing something to make her bold enough to flash him? I've also finished Thomlin/Feast/Neel quests, seen to me I've finished the mayor, unless there is some luck-dependent event, and Trade Representator is too busy working to give any attention. Ela's quest is finished, but Mariene is stuck on the "talk to father part" (he says he is developing a new spell, but don't ask for help yet) Ladie have being flashed, the prisioner already starts by "enough already". Trully, the only thing I think I didn't yet do was fapping the dog.
Yes, it was too buggy.
