This is a simulated effect currently as I have not found actual physics data on this from the game, not yet anyway. The effect's intensity, threshold and decay rate are adjustable from the Content Manager UI. Flat spots will decay/heal over time, based on the vehicle speed.
One limitation currently is that the effect is not aware of tire changes to reset the flat spot "counter". I am exploring options to address this.

great work. this is an insane improvement and has made my r3 bundle absolutely worth getting into sim racing. this completely my reckless highway traffic driving sim experience. really, going from stock ffb, to 1.6ffb, to 1.7, to 1.8 each yielding a huge improvement. Thank you

Doesn't feel like a "hard knock" to me, so difficult to provide suggestions for your setup. What I can say is that the script level, Self-align torque is probably the most "aggressive" setting. You could try adding smoothing to it (there's a slider for that) or just reduce the effect strength in general. Otherwise, look into smoothing or damping in your wheel base software as well.
