If we are being generous, I believe this build is the more realistic build that Videl would have in the DBZ universe, considering the tomboy is drawn very modestly compared to other women like Bulma and Android 18.
I also believe that Videl shares a similar build to Sakura, both of whom were spicy when they were teenagers.
