I hope this answers a bit more about who the Prisoner is. It lists everything from his preferences, his training as a medical doctor, and other 'pertinent' information.
The other thing to note his rank. 7 of Hounds. A common usage by the semi-religious military contractors in the Thousand Travelers which tells of the rank and types of missions an agent is sent on. 7 refers to the pips in a deck of cards. The Hounds represent violence or the need for violence. Bees represent industry and research. Honey represents the conservation, diplomatic, and procreation aspects of Aristaeus. Of the three branches of Aristaeus, Honey is the most prevalent in the council.

Oh yes. The seals is why his spellcasting abilities is so small on the power chart. But you are right

Yes a 7 can be at an 8. The ranks represent responsibilities and mission types. While higher ranks are given more upgrades surgeries, powerful individuals can be too immature to be trusted to act without supervision on difficult mission parameters.

The interesting thing is that means there are at least seven ranks about the Prisoner. Which I suppose is probably why they were okay with just leaving him for several centuries on a prison planet.

Rank 1s are aces or solos. Which is a rank reserved for the best. Newbs start at 2s. Just as if one were playing cards
