In regards to the Asian names and Chinese everyone speaks, the "Alliance" that everyone refers to as the main government in the 'verse is the Union of Allied Planets, also called the Anglo-Sino Alliance. It was formed by a union of the United States of American and People's Republic of China. That's why the cultures and languages are so mixed. Some planets are more Western influenced, while others are more Eastern. So The Tams having an Asian name may mean their ancestors centuries ago were Asian, but the cultures have become so melded, there isn't much of a distinction.
