The thing with stand range is, usually the stronger the stand the shorrter its range. I would guess that Hol Horse can summon Gun™ (the part of his stand that is responsible for the power) only very close to himself, and not give it to someone else if he doesn't stay close to it. The bullet has a longer range, but it's not very powerful by itself, just a scrap of metal that most people can't see. Also I'd guess the power is so mid because while a gun does seem powerful, the amount of actual force it puts out is pretty low since it only has to move a tiny speck of metal. Compare that to a stand like Staa Puratina (it's how they pronounce Star Platinum in the show) that can do the same (power-wise) by just flicking a rock with his finger and the difference between B and A (or S?) becomes more clear

Fun fact: It was originally planned for Hol Horse to be added to the main team after this episode, replacing Avdol (Paula). Obviously, however, that didn’t end up happening.
