I clean them up as I draw them and then scan them in and finish them up in photoshop. A lot of other cleaning is done in PS, too.
So when you go about working on these pages do you start with rough sketches then clean them up as you go or start a whole new page once you get it figured out? The page you posted without the coloring looked perfect from the beginning and I was curious.
