Mr 1 was not a better fighter than Zoro, he looks shocked at a lot of Zoro's attacks and can't do anything about them but get hit, which clearly wasn't his intention. No wonder it took Zoro one hit to take him out after figuring out how to cut Steel.

Don’t feel bad, the kicking claw force weren’t established characters beforehand but are completely canon. And yes they are incredibly dumb because they drank that before traveling all the way there instead of drinking it once they arrived.
