Naruto's come leaps and bounds by this point. That shot of Naruto standing side by side with Kakashi, Guy, and Bee as equals is astonishing. Ever since the Pain arc he's been in a league of his own.

You don't need the MS to use izanami or izanagi. Danzo does it like 11 times with normal sharingan. Nobody ever says that. Tobi does say that Hashirama cells would prolong the izanagi, and that is why Danzo was checking how long his eyes were lasting all the time.

Spoiler Here: Itachi says that Sasuke would be the third person ever to awaken the MS. But this is false. Madara's brother also awakened the MS. And so did Itachi's father, Fugaku Uchiha. I believe what Itachi meant was that Sasuke would be the third person alive, because he killed Fugaku, and so only Itachi, Madara and Sasuke, if he awakened, would have the MS.

But tobi has the Mangekyo when he fights Konan, Danzo also had a Mangekyo

And furthermore, and sorry for splitting these into separate comments, the Izanagi doesn't need the Mangekyo Sharingan to activate. We see this with Danzo but also with Tobi in his fight with Konan

Also, I believe, in the Manga at least. Itachi doesn't say that Sasuke will be the 3rd person who has EVER awoken it, but that if he awakens it there will be 3 people who can handle it - present tense.
