According to Patreon it was an issue that occurred during an upgrade on their end. I just got an email from them. Luckily I’m back on tier 2

I had issues in July, but they were fixed after a few days. And this month I haven’t had any problems.

I've had four pledges successful already in August, yours included. And had no issues in July (with like 15+ different ones). So if there are issues it's not affecting me. edit: Oh but I do pretty regularly not get notified sometimes, and that tends to be pretty hit or miss what artist it'll affect and seems totally random.
